Water Grabs
This winter brought heavy snow and rain to the parched Western U.S., but the region has been too dry for too long for one wet winter to make a lasting impact. In the Southwest, populations are multiplying at a breakneck pace in some of the places most at risk, and concerns are growing that global warming will make already scarce supplies even scarcer. These conditions have states and regional authorities scrambling and fighting for control of resources.
