If Someone Made a City from all the major changes in Lower Manhattan since 2001, it would look like this: a remarkable, if expensive, transformation from the devastation of the Sept. 11 attack to an upscale haven. Subsidized by tax breaks for developers and bridge and tunnel fares from commuters, downtown has been the fastest-growing neighborhood.
